Chief of Staff - Missions

LT COLONEL MICHAEL TOEDEBUSCH

Lt. Colonel Michael R. Toedebusch is the Missouri Wing Chief of Staff – Missions and is responsible as a member of the Wing Command Team for the coordination, supervision, and mentorship of the operations staff of the three primary mission areas of Cadet Programs, Emergency Services, and Aerospace Education. He also serves as a CAP Volunteer University instructor.

Lt. Colonel Toedebusch previously served as the Missouri Wing Director of Cadet Programs. In this position, he was responsible for overseeing all cadet program plans, programs, activities, schools, and encampments; as well as supervising the cadet programs staff at the wing level.

Lt. Colonel Toedebusch was born in St. Louis, Missouri. He is a 1995 graduate of the University of Central Missouri with a Bachelor of Science degree in Criminal Justice Administration, and has held multiple leadership positions in both the public and private sector. He is currently in small business solutions sales.

Lt. Colonel Toedebusch joined Civil Air Patrol as a cadet in 1987, and completed the CAP cadet program earning the General Carl A. Spaatz Award in 1993. Following transition to senior membership, he served terms as the Groups 1 and 2 Cadet Programs Officer, Wentzville Composite Squadron Deputy Commander for Cadets and Deputy Commander for Seniors, and a brief tenure as the St. Charles Composite Squadron Commander.

Lt. Colonel Toedebusch’s Civil Air Patrol awards include four Meritorious Service Awards, Region Commander’s Commendation Award, eight Wing Commander’s Commendation Awards CAP Achievement Award, Crisis Service Award, Benjamin O. Davis Jr. Award, Grover Loening Award, Paul E. Garber Award, and the Gill Robb Wilson Award. He was also recognized as the 2018 Cadet Programs Officer of the Year from North Central Region. Lt. Colonel Toedebusch holds a master rating in Cadet Programs, a senior rating in Professional Development, and technician ratings in Command and Personnel.

Lt. Colonel Toedebusch currently lives in O’Fallon, Missouri, and has two daughters, Kylie and Kelsey.
