CHIEF MASTER SERGEANT CHARLINE O'NEILL

Chief Master Sergeant Charline A. O’Neill is the Missouri Wing Command NCO and serves as the primary advisor to the Wing Commander on matters concerning mission effectiveness as well as the professional development, training, and utilization of the Wing’s NCOs, and participates in the Command Team’s decision-making on technical, operational, and organizational issues. She also serves as the Missouri Wing Director of Logistics.

Chief Master Sergeant O’Neill was born in Adrian, Michigan. She graduated from Drury University with a Bachelor of Science degree in Elementary Education and a Master’s degree in Education. She retired from the United States Army in 2011 completing over 22 years of service, including tours in Saudi Arabia, Iraq, and Alaska. She currently works at Lincoln University as a professor’s assistant with the United States Army Prime Power School.

Chief Master Sergeant O’Neill joined Civil Air Patrol in 2007 becoming a member of the Fort Leonard Wood Composite Squadron. She currently serves as the unit’s Character Development Instructor, Finance Officer, Testing Officer, and Deputy Commander for Cadets; and has previously served as the unit’s Deputy Commander for Seniors. She has served as the Command NCO at the group and squadron levels.

Chief Master Sergeant O’Neill has served on staff at National Blue Beret for seven years, the Model Aircraft Remote Control Pilot Academy for two years, and the Missouri Wing Encampment for ten years.

Chief Master Sergeant O’Neill’s Civil Air Patrol awards include the Air Force Organizational Excellence Award, Exceptional Service Award, Region Commander’s Commendation Award, seven Wing Commander’s Commendation Awards, four CAP Achievement Awards, Crisis Service Award, Benjamin O. Davis Jr. Award, Grover Loening Award, Paul E. Garber Award, and the Gill Robb Wilson Award. She was recognized with the 2018 Character Development Instructor of the Year and 2019 Senior Member of the Year Awards from Missouri Wing. She was also recognized as the 2018 Character Development Instructor of the Year from North Central Region. Chief Master Sergeant O’Neill holds master ratings in Logistics and Health Services, and technician ratings in Character Development and Finance.

Chief Master Sergeant O’Neill is married to John, her husband of 26+ years, who is the North Central Region Commander and former Missouri Wing Commander. They have one daughter, Saunci (herself a veteran of the conflict in Bosnia), son-in-law Matt (retired Army), three grandchildren (Taylor, Thalia, and Boston), and two great-granddaughters (Evelynn, and Eileen).
